Pool league rules template

A starting point for your league's own rules and constitution, ready to copy and adapt.

Every league needs written rules that sit alongside the playing rules. They say who can play, how matches are scored and what happens when things go wrong. Use this template as a starting point. Copy it, change the parts in [square brackets], and agree it at your AGM.

Playing rules and league rules are different. Playing rules (Blackball, World Eight-ball) cover what happens on the table. League rules cover everything else. Your league rules should say which playing rules you use, and should not repeat them.

How to use this template

  • Keep it short. Rules nobody reads don't get followed.
  • Only add a rule when you have a problem it solves.
  • Number every rule, so disputes can refer to "rule 6.2".
  • Publish the current version where every captain can find it, and date it.
  • Change rules at the AGM, not halfway through a season.

The template

1. Name and purpose

  1. The league is called [League name] ("the League").
  2. The League organises pool competitions for teams and players at venues in [area].
  3. The League is run on a non-profit basis. Any money it holds is used for the League's purposes.

2. Committee

  1. The League is run by a committee of a Chair, a Secretary, a Treasurer and up to [number] other members, elected at the Annual General Meeting (AGM).
  2. The committee may make decisions on any matter not covered by these rules.
  3. A committee member involved in a dispute may not vote on it.

3. Meetings

  1. The AGM is held before the start of each season. Each team has one vote.
  2. Proposed rule changes must reach the Secretary at least [14] days before the AGM.
  3. Rule changes need a [two-thirds] majority of the votes cast.

4. Teams and venues

  1. Each team must register a captain, a home venue and at least [6] players before the season starts.
  2. A venue must provide a table in good condition, and have it free for the match from the agreed start time.
  3. The registration fee is £[amount] per team, payable before the first fixture. Teams that have not paid may not play.

5. Players

  1. A player may only play for one team in the League each season, unless the committee agrees a transfer.
  2. New players may be registered up to [date, or number of weeks before the end of the season].
  3. A player must be registered before playing. Frames played by an unregistered player are awarded to the opposing team.

6. Matches

  1. Matches are played under [Blackball / World Eight-ball] rules, except where these league rules say otherwise.
  2. Matches start at [8:30pm]. A team not ready to play [30] minutes after the start time forfeits the match.
  3. A match consists of [10] singles frames. Each player may play [one / two] frames.
  4. The home team breaks in [odd-numbered] frames.
  5. A team with fewer than [4] players available may still play, but forfeits the frames it cannot fill.

7. Scoring

  1. Teams receive [1] point for each frame won, plus [2] points for a match win and [1] point each for a draw.
  2. Teams level on points are separated by [frame difference], then [frames won], then [the result between them].
  3. Both captains must sign the scoresheet at the end of the match.
  4. The home captain must submit the result by [midday the next day].

8. Postponements and conceded matches

  1. A match may be postponed only with the agreement of both captains and the Secretary, and must be played within [14] days.
  2. A team that concedes a match without agreement loses it by the maximum score, and the opposing team receives full points.
  3. A team that concedes [3] matches in a season may be removed from the League. Its results are then [deleted / left to stand].

9. Conduct

  1. Players must respect opponents, officials and the venue.
  2. Captains are responsible for their team's conduct.
  3. The committee may warn, suspend or remove any player or team whose conduct brings the League into disrepute.

10. Disputes

  1. Disputes about play should be settled at the table by the two captains, using the playing rules.
  2. A dispute that can't be settled must be reported to the Secretary in writing within [48] hours.
  3. The committee's decision is final.

11. Cups and competitions

  1. The League runs [a team knockout cup, a singles knockout and a doubles knockout] each season.
  2. Each round must be played by the date published with the draw. Ties not played by then are decided by the committee.
  3. Finals are played on [finals night], at a venue chosen by the committee.

12. Awards

  1. The individual player award goes to the player with the highest percentage of frames won, having played at least [60]% of possible frames.
  2. Trophies and prize money are presented at the end-of-season presentation night.

Things leagues often forget

  • Tie-breakers. Decide how teams level on points are separated before it happens, not after.
  • Averages. Say how many frames a player must play to qualify for the individual award. Otherwise someone who wins their only frame tops the table on 100%.
  • A team pulling out. Decide whether its results stand or are removed. Removing them is fairer to the teams that haven't played it yet.
  • Weather and closures. Say what happens when a venue closes at short notice.

Putting it into practice

Once your rules are agreed, keep them alongside your fixtures and results so captains can check them on match night.
